If you carefully read the description, it says "when you hit an enemy with AN ATTACK" so no spells. Holy Relic is a Minion Spell. You cast it and you have that Relic floating about. Every time you hit an enemy with an Attack, the Relic casts the Nova (with a cooldown). So only attacks work from your side, not Spells like Dark Pact.
