You should hear a distinct click from the relay each time. IF NOT, check seat switch. The OPR is powered by 12V going through the seat switch. IF the relay clicks, repeat the test with the PTO engaged. It should "CLUNK" each time. If it doesn't, it's not getting power from the PTO Switch OR ground from the OPR.
