It's not like the other fnafs where the background is erased and it's just the jumpscare, for some reason Scott had the background as part of their jumpscare, and when the power goes out, the office changed to dark. Well since Bonnie's background was just a shaking office, Scott decided to remove the jumpscare entirely.
